Sierra Leone:Agriculture at the Centre of AU Heads Assembly

Freetown — The Thirteen Ordinary Session of the Summit of the African Union Heads of State and Government will officially kick off on 24 June 2009, in Sirte in the Great Socialist People's Libyan Arab Jamahiriya, at the level of the Permanent Representatives Committee (PRC), meeting at its 18th Ordinary Session, under the theme: "Investing in Agriculture for Economic Growth and Food Security".

The Summit is expected to hold from the 24th of June 2009 to the 3rd of July 2009.

Meanwhile, the PRC will from 24-26 June 2009, deliberate on the administrative, financial, legal, socio-economic and political matters of the African Union. They will also consider some items proposed by member States.

On political matters, the PRC will consider the Report on the Situation of Refugees, Returnees and Internally Displaced Persons in Africa; the Report of the Commission on the Durban Review Conference (Geneva, Switzerland, 20-24 April 2009) on the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa in 2001 and the Report of the Commission on the Activities of the Multilateral Cooperation Sub-Committee.

With regard to Economic, Social and Cultural matters, the ambassadors will exchange views on the Report of the Commission on the setting up of the Pan-African Media Observatory; the Progress Report of the Commission on the Implementation of the Joint Africa-EU Dialogue Strategy and its Action Plan; the Report of the Commission on the Implementation of the Millennium Development Goals (MDGs) as well as the Progress Report of the Commission on the Integration of NEPAD into the Structures and Processes of the African Union.

Meanwhile, the Progress Report of the Commission on the Implementation of the July 2008 Declaration on Sharm-El-Sheikh Commitments for Accelerating the Achievement of Water and Sanitation Goals in Africa and the Progress Report of the Commission on the African Union Women's Trust Fund will also feature on the agenda of the PRC.

Executive Council to Elect New Members of ACHPR and AUCIL

Holding at their 15th Ordinary Session from 28-30 June 2009, in Sirte, Libya, the AU ministers of Foreign Affairs, who constitute the Executive Council will elect members of the African Commission on Human and Peoples' Rights (ACHPR), and the members of the African Union Commission on International Law (AUCIL).

The Ministers will consider the Report of the AU Joint Conference of Ministers of Agriculture, Land and Livestock, held from 20-24 April 2009, in Addis Ababa, Ethiopia, as well as the Report of the 2nd Joint AU/ECA Conference of Ministers of Finance, Planning and Economic Development, organised from 2-7 June 2009, in Cairo, Egypt.

They will further reflect on the Report of the 6th Meeting of African Chiefs of Defence Staff and Heads of Security (ACDS) and the 3rd Ordinary Meeting of Ministers of Defence and State Security (AMDSS) that took place from 11-15 May 2009, in Addis Ababa.

The Report of the Fourth AU Conference of Ministers of Integration (COMAI IV), that took place from 4-8 May 2009, in Yaoundé, Cameroon, as well as that of the 4th AU Conference of Ministers of Health (CAMH4), held from 4-8 May 2009, in Addis Ababa, will also be discussed at the Executive Council.

Items for discussion during the 15th Ordinary Session of the Executive Council will include: the consideration of the report of the Chairperson of the AU Commission; the Adoption of the Report of the 12th Extraordinary Session of the Executive Council on the modalities for the implementation of the Assembly decision on the transformation of the African Union Commission into the African Union Authority; and the Report of the Commission on Implementation of the Assembly decision on the Abuse of the Principle of Universal Jurisdiction.

African Heads of State to Discuss Economic Growth and Food Security

Apart from discussing the theme of the Summit: "Investing in Agriculture for Economic Growth and Food Security", the 13th Ordinary Session of the Assembly Heads of State and Government of the African Union will also consider the Report of the Peace and Security Council on its activities and the State of Peace and Security in Africa, including the Report of the Panel of the Wise on Strengthening the role of the African Union in the prevention, management and resolution of election disputes and violent conflicts in Africa.

The Heads of State will consider the Report of the Chairperson of NEPAD Heads of State and Government Implementation Committee; the Chairperson of the Committee of Ten on the UN Reforms; the Chairperson of the Committee of Ten on the UN Reforms; the Report of the Commission on the new African Union Flag. They will brainstorm on the progress report of the Commission on the Implementation of the Assembly decision on the Hissene Habre Case as adopted by the Twelfth Ordinary Session of the Assembly; and the Report of the Commission on the Meeting of African State Parties to the Rome Statute on the International Criminal Court (ICC) amongst others.
