Cameroon: Council Staff schooled on Financial Management Techniques

A two-day capacity building workshop is currently going on at the Yaounde Mont Febe Hotel.

Senior staff of municipal councils in the Center Region are fine-tuning strategies to improve the financial management of their municipalities and in the production of quality management accounts.

This is in a two-day capacity building workshop currently taking place at the Yaounde Mont Febe Hotel.

Sitting in for the president of the Audit Bench of the Supreme Court, Abraham Tchuente, who passed on, on the eve of the event, Theodore Mbenoun, said during the opening ceremony yesterday, that the ongoing workshop is to arm the council staff with the necessary tools to ensure a better financial management. He said the Audit Bench of the Supreme Court had realized problems in council’s financial management and accountability, characterized by non-presentation of management accounts among other irregularities. Reason why, he said, the ongoing workshop was necessary to help the staff on how to right the wrongs of the past and project the image of the country that had suffered scorn in recent years as a result of corruption due to lack of poor and unaccountable financial management.

The ongoing workshop, he said, is in line with government’s effort through the programme, “Improving Governance and Transparency in managing public finances” (PAGT/FP).

Participants are being drilled on “Budgetary nomenclature and the accounting plan of their councils, “Council budgets: budgetary principles and elaboration, “Execution of council budget, relations between financial managers of the council and other staff, “ and Control of Council Accounts” among others.

Theodore Mbenoun enjoined the 78 workshop participants to work resolutely in ensuring that they leave the workshop apt to be better financial and accounting managers in their respective councils.

The ongoing workshop is one in a series of ten to take place in all the regional headquarters in the country between now and August 4, 2009.

It is co-organized by the Audit Bench of the Supreme Court and the Ministry of Territorial Administration and Decentralization with support from the European Union.
