Africa: AU Council of Ministers Keeps Diverging Standings On Continent's Govt

Sirtes — The report of the modalities of transformation of the African Union Commission into governmental authority should be submitted for analysis at the summit of Heads of State and Governments, due to the persistence of divergences among the member states of the executive council.

This was announced on Tuesday in Syrte, by the Angolan Minister of Foreign Affairs, Assunção dos Anjos who is attending since Sunday the 15th ordinary session of the Executive Council of the African Union, preparing the summit.

According to the Minister, the modalities of transformation of the Commission into Africa Union authority is a matter that was deeply debated at the summit held in January, in Addis Ababa, Ethiopia, and about which there was no consensus.

Thus the heads of state and government demanded the executive council to hold a meeting before Syrte summit, in order to make a deep study and address proposals for its decision by the summit.

"This meeting was held in April in Tripoli. Angola was present and defended its gradualist position. All members of the African Union propose an association of economic and political convergences, but as it is obvious this cannot be through a decree, without creating conditions so that gradually setting up the conditions for an economic union and later a political one.

According Assunção dos Anjos, at the April's meeting in Tripoli, Libya, the executive council concluded that the organ to be created - The African Union Authority - would have an intergovernmental character and not with super-national governmental power.

"It means, it would be an association of independent states and not an organisation with super-national powers, neither would have federalist characteristics", explained the Minister, adding that there was also a consensus of reinforcing the African Union partnership with regional organisms, for a better efficiency of the continental organisation.

The Angolan top diplomat also assured that the report of the executive council held in April in Libya, will be directly addressed to the 13th meeting of the heads of state and government that are to meet on Wednesday in Sirty.

Asked if this would be one more inconclusive summit with regard to the creation of the governmental authority of the meeting, he said not, adding that this matter have already been concluded at the level of the executive council, in which most of members defend the gradual position.

"The gradual position is the greatest one and was this stand took in Libya, at the level of the executive council", he said.

Minister Assunção dos Anjos also said that the creation of the authority demands alterations on the constitutional act of the organisation, which for its repeal need ratification of about two third of member countries.

According to the Minister, the council has reaffirmed the commitment of continuing increase efforts in order to eradicate conflicts in Africa, making the continent a zone of stability, apt to increment its development programme.
