Harare — FINANCE Minister Tendai Biti will present his mid-term policy statement on July 16.
Speaking on the sidelines of a function to receive 4 000 tonnes of soya beans from the Chinese government on Tuesday, the minister said that he would be making serious policy pronouncements aimed at boosting the country's economy.
"This will be a report card basically evaluating how we have done so far," he said.
When pressed to at least hint on what the nation could expect in the policy statement the minister said that one of the areas that he would be reviewing related to taxes.
The country's economy has been on a recovery path since the inception of the inclusive Government and the liberalisation of the economy including the adoption of a multiple currency system.
However, the growth has been slow due to a number of outstanding issues that Government has been trying to source funds for.
Industry and Commerce Minister Professor Welshman Ncube who attended Tuesday's function said a study that they had conducted as a ministry revealed that capacity utilisation was almost at 30 percent up from around 10 percent.
While the Government has done a lot to liberalise the economy more still needs to be done.
One of the areas that business has singled as needing review includes the issuance of export permits where there are allegation of serious red tape, which is working against export growth.
It was business' view that Government should relax the bureaucracy surrounding the time it took to process the permits.
Another issue revolves around the need to revise the timeframe for value-added tax remittances from mid-month to end of month.
This would allow businesses to offer each other lines of credit, which in turn would help boost businesses.

You can't find anything to say after being confronted with facts, facts and more facts!! They say facts are stubborn and this is just one simple example of the stubbornness of facts that we, on the right side of the divide, are giving to retarded fools like Awt, the colonizers. Cde Ndebvu - it appears to me that you do not even make the slightest attempt to check your so called 'facts' before you post them here.
Here are just a few facts pertinent to your recent post for you to contemplate and refute if you can:
Fact 1: The official web site of the Government of the PRC merely says that Zimbabwe is in discussions with a Chinese bank regarding a loan. This is not, at this stage, a government to government deal. Nor is the deal even closed.
Fact 2: Tsvangirai returned from his recent trip with approximately $500 million for Zimbabwe - this is not nothing as you would like us all to believe.
Fact 3: In addition to the $500 m mentioned above, the West is also pumping in $1 billion in direct humanitarian aid this year alone.
Fact 4: Zimbabwe is still indebted to the IMF & World Bank to that amount of $4 billion; this is money that is now not available to other developing countries.
Fact 5: The Chinese loans and lines of credit are precisely what SADC has proposed; they are not the budgetary assistance that Mugabe wants or that the GNU needs.
I hope and pray that the Chinese deal is real as Zimbabwe could well do with these funds. I caution you however to remember that (a) these are loans not grants (unlike the West's humanitarian assistance)and (b) the reports that the Chinese loans are to be secured against Zimbabwe's platinum production, if true, could make these loans very expensive in the long run.
You should also bear in mind that the official Chinese government web site says that China wants to support the GNU, it does not say that China is supporting zanu-pf in isolation of MDC.

Tendai Biti, the man who once threatened Chinese Business people with expulsion the moment MDC assumes power is now receiving assistance from the same people and government he demonized - times have change.
Remember Biti and other unclever people in MDC coined the phrase "Jing-jong", a derogatory word demonizing alleged poor quality Chinese products. He vowed never to allow the Chinese or their products into the Zimbabwe economy but is now receiving "Jing-jong" soya beans from the "bad" Chinese. He said the MDC was going to "Look West", explaining that the west is richer than the east.
He, just as did his president (Tsvangi), went to the west (MDC-T's "strategic partners, friends and cousins") but came back empty-handed. The same man was at the function to receive soya beans from the Chinese government.
Not only that, the so-called "strategic partners" gave zero financial assistance to Zimbabwe while China gave us USD1 billion directly for the benefit and development of the country whereas "the west" channeled funds to their CIA and MI6 infested NGOs. Actually the NGOs are American and British and this implies that the money is not coming to Zimbabwe but just changing pockets in the imperialist capitals.
Chinese money, in particular, and money from our eastern all-weather-friends, in general, will be used to source farming inputs and equipment, to source road construction equipment and other equipment for the rehabilitation of infrastructure destroyed by the racist, illegal, diabolic and barbaric sanctions imposed on Zimbabwe by the same "strategic partners, friends and cousins" of the MDC.
