Cameroon: Control of Documents for Motorbike Riders Underway

Motorcycle riders and owners had up to six months to procure all necessary documents or face the law.

Officials of the Ministry Transport have effectively begun the control of documents for motorcycle riders in the country. Motorcycle riders and owners had up to six months to procure all necessary documents or face the law. In Yaounde the atmosphere was rather calm yesterday contrary to rumours of a strike action by motorcycle riders. Some bike riders could be seen going about their business while others simply shied away.

Patrice, one of the Motorbike riders in the Madagascar neighbourhood, said he and his friends only came out to work at 10:00 a.m. because they thought there would be a strike. "When we saw that there was nothing we then decided to come and work," he said. Another bike rider said not all the riders have got their documents. As result those who have not got the documents did not work yesterday. According to the Director of Land Transport, Aoudou Dotel Moussa, the deadline for the deposit of documents has been respected and controls effectively started. To prepare for the control, a consensus-building meeting chaired by Secretary of State in the Ministry of Transport took place in Yaounde last June 16.

The meeting brought together stakeholders of the sector. The aim of the meeting was to asses the modalities of implementation, after a grace period of six months, of the provisions of the prime ministerial decree of December 2008 to lay down the terms and conditions for the commercial use of motorcycles. The meeting also took into consideration the problems of the motorcycle riders. The documents needed, for now, a driving licence, the registration certificate, insurance certificate and the national identity card. The other required documents will be examined later. According to the director, there are many motorbike riders who are in conformity with the law since the sector was organised by a prime ministerial order in 1994. The particularity this time is that councils are closely linked with the control through the identification of motorbike riders and the limitation of motorbike zones, the choice of colour of the bikes and jackets. For the July 1 deadline, the Minister of Transport has called on all those concerned notably governors, government delegates, and regional delegates of transport to work with the ministry of transport in the implementation of the December 2008 decree.

According to Aoudou Dotel Moussa, the deadline cannot be changed. "There is no going back. The decree must be applied but taking into consideration the problems of the motorcycle riders," he said.
