Uganda: PGB Soldier was in Wrong, Says Museveni

Kampala — PRESIDENT Yoweri Museveni has said the superiors of the Presidential Guard Brigade (PGB) soldier who shot and killed eight people in a city bar should have been arrested.

The President also said Pte. Nicholas Mucunguzi's aggressors should have been arrested. Responding to a question raised by journalists at a press conference at State House Entebbe on Monday, Museveni blamed the PGB administration for failing to detect the "boy's problems".

He said Mucunguzi's problems that led to desperation included the death of his mother and being thrown out of his home by the mother-in-law,

Mucungunzi on May 1 shot dead five people and injured eight others before turning the gun to himself. Museveni said the soldier, who "had a string of personal problems", was in the wrong, as were the civilians who stole his property and beat him up.

"In my opinion the whole chain should have been arrested. The people who were lax at the gate when he came bleeding, why didn't they detain him and instead allowed him to go back with a gun?

"The kanyamas (bouncers at the bar) and the prostitute should all be arrested-this is a racket," the President angrily said. This was after his press secretary Tamale Mirundi informed him that prostitutes connive with the bouncers to con unsuspecting clients and then hide inside the bar.

Museveni said while they cannot stop people having problems, they can be detected. "There was a weakness in the intelligence system," he said.
