Nigeria: Speaker Rates Legislature Low

Akure — Speaker, Edo State House of Assembly, Zakawanu Garuba, weekend said the legislative arm of government both at states and national levels have not really done well in the area of lawmaking, despite the 10 years of unbroken democracy.

Garuba passed the verdict in Akure, Ondo State, at a quarterly lecture he gave at an event organised by the state Council of the Nigeria Union of Journalists (NUJ).In a lecture titled,

"The Legislature at 10: Pains and Gains," Garuba said the seemingly poor performance of the legislature was due to the fact that this arm of government was coming in from the cold as the arm that always suffered whenever there is military incursion into politics.

Another reason was the inexperience of many of his colleagues."Most lawmakers are only having their first contacts with the various chambers.

Most are greenhorns with no antecedents in lawmaking process to fall back upon and the fact that necessary backbone is lacking in terms of well stocked and up to date libraries, office space, resourceful personnel, vehicles, furniture and so on," he said.
