Cameroon: Contract Employees - Signing of Contracts In Conclusive Phase

The last lap of the contract signing process by ex-temporary workers into the public service ended last Friday.

Last Friday, July 3, the atmosphere at the Ministry of Public Service and Administrative Reform was a busy one. The third and last phase of the signing of contracts by former temporary workers as contract employees of the public service was rounding-off officially. CT made a pause at the Ministry of Public Service and Administrative Reform (MINFOPRA) for an appraisal on how the event is concluding. Although many eligible candidates seem worried over the fact that they are still to sign their contracts, authorities concerned say some less significant cases will be handled even after the deadline.

The Chief of the Technical Secretariat in charge of the recruitment of temporary workers as contract employees of the Public Service, Gustave Maurius Zanga, said since October 2008, when the list of eligible contract workers was published, there are some people who were not informed that their names were on the list. It is only now that some people are being informed. Thus, Zanga said it is certain that after the official deadline, some cases of contract workers will be treated. So far, those eligible to be recruited on contract basis were 11,978. Statistics indicate that some 11,340 had deposited their documents while about 350 have not yet deposited their documents. For those who have deposited their documents, Zanga said, in principle, all the procedure for them to sign their contracts has been put in place.

Contract personnel working in central services with a staff strength above 20, signed their contracts in their various ministries while those in ministries with a staff below or equal to 20, signed their contracts at the Ministry of Public Service and Administrative Reform. Those in decentralised services of various ministries signed their contracts at the governor's office of their various regions. Zanga said at the moment they cannot give an exact number of those who have successfully signed their recruitment contracts. This is because errors in certain data are still to be corrected while workers, particularly those at the regional level, are still in the field just as the Ad Hoc Committee in Charge of the Project to Employ Personnel recruited on Temporary as Contract Employees of Public Administration is still to sit next week to examine complaints from individuals who think their certificates are authentic but taken for fake by MINFOPRA.

Those who were not considered in the recruitment of ex-temporary workers on contract basis into the public service are still to benefit from some allowance from the government. The decision has been taken on the amount to be given to these workers. But the payment of these allowances will be delayed since the certificates of these workers are under scrutiny.
