Africa: States Maintain Sovereignty, Despite African Union Authority

Sirtes — Member States of the African Union (AU) fully keep their national sovereignty, although the Heads of State and Government adopted, on Friday, here, a proposal of transformation of the commission into Union's Authority, Angop has learnt.

This was disclosed by Angola's Foreign Affairs minister, Assunção dos Anjos, for whom this consensus will not give space to the immediate creation of an organ with super-national character, to which would be subordinated the member states, with self limitation of part of their sovereignty.

"This is the confirmation of the gradualism position", he said, highlighting that thus are created the conditions to speed up and increase the strategy of consolidating the relations with regional organisations, meant the materialisation of this common desire - the construction of a political and economic Africa Union.

"Immediatilists wanted that there would be created the United States of Africa in Addis Ababa (Ethiopia) Summit, in 2008, with the nomination of federal government and would be acted in this manner. Gradualists said no, that there could have criterions of convergences", he said, adding that the gradualist strategy prevailed.

According to Assunção dos Anjos, the adoption, on Friday dawn, of the proposal of the transformation of the commission into African Union Authority, has not an immediate materialisation, as it depends on the ratification of the member States.

He also said that the amendments that the constitutional act of the African Union will suffer to conform the transformation of the commission into an authority have to be submitted to approval and only will come into force after the ratification by at least two thirds of the members.

The Angolan top diplomat said that the new organ will comprise a President, assisted by a deputy and 12 other members, among them secretaries, in replacement of the then commissioners.

Assunção dos Anjos integrated the Angolan team to the mentioned meeting, led by the Speaker of the National Assembly, Fernando da Piedade Dias dos Santos.
