Despite repeated calls by the donor community to halt the creation of new districts in the country, some residents led by legislators in the two counties of Kalungu and Bukomansimbi insist that they want to be separated from Masaka District.
The village and parish local leaders led by Kalungu East MP Lule Mawiya met on Thursday at Bukulula Sub-county headquarters and launched a campaign aimed at mobilising signatures from all residents to support the proposal for a new district. The sub-county councillors resolved to support this idea saying their area is affected by the shortage of water and food, and that the district denied them services like construction of valley dams, bore holes and the agricultural projects like Naads.
"It is our right to ask for a district because a big population in our area has not accessed services like medical care, clean safe water and some people are starving because of famine," they agued, saying Bukulula Sub-county is one of the sub-counties affected by the drought spell with other geographical features different from those in Masaka District.
Last week, the Speaker of Parliament, Mr Edward Sekandi, met the district leaders on this issue and he opposed it.
