Angola: End of Conflict Creates Stability at Border With Namibia

Luanda — The deputy minister of Defence, Gaspar Rufino, said Friday in Luanda that the end of the Angolan conflict has created immediate clearance, stability and security at the common border with Namibia.

The officer was speaking at the opening of the 16th session of the Angola/Namibia Joint Defence and Security Commission, an annual meeting of bilateral concert in the domains of defence and State and public security.

The deputy who was speaking on behalf of the Defence minister, Kundi Paihama, said a substantial reduction in crimes like cattle and car theft has been recorded as there has been an intervention with a spirit of opportunity, persistence and innovation.

He stressed however that border jumping by both Angolan, Namibian and citizens of other origins is still noted.

Gaspar Rufino spoke of the need for a study of the phenomenon of immigration, both from the point of view of defence and security, for a clearer understanding of its purposes.

He said that there are speculations that the phenomenon of immigration stems from merely economic reasons,, while others say there are also political motivations, which requires a stricter attention and prevention against the evils causes to the countries concerned.

According to the officer, the reciprocal spirit of cooperation and harmony, the prudent way the developments or their signs have been handled have been the main premises for security and stability that Angolans and Namibians are enjoying.

He stated that this example of cooperation between the two countries in such vital domains (defence and security), should inspire other African states.

Attending the meeting for Angola are the deputy minister of Interior, Eduardo Ferreira Martins, on behalf of the incumbent minister, the general commander of the National Police and officers of defence and security organs.

The Namibian delegation is headed by its Defence minister, Charles Namoloh and includes the Interior minister, Rosália Nghidinwa, the Security minister, Nicky Iyambo and the chief of the Defence Forces, gen. Martin Shalli.

The 16th ministerial meeting was preceded by a session of experts from both countries, between July 7-9, in the Angolan capital, Luanda.

Among the various matters, the meeting is discussing State and public security, with a focus on trans-border crime, including trafficking of goods and cattle and car theft.

Documents forgery and matters concerning the movement of people and goods at the border are part of the discussions.
