GOVERNMENT has extended the deadline for submission of proposals for tax and non-tax revenue to the 2010 national Budget.
Ministry of Finance and National Planning (MOFNP) public relations officer Chileshe Kandeta said yesterday that the deadline had been extended from July 17 to July 24 to allow more organisations make submissions.
He called on members of the public to embrace the move so that consultations on the 2010 to 2012 Medium Term Expenditure Framework (MTEF) and the next national Budget were broadened.
"After the deadline, MOFNP will publish all proposals for tax and non-tax revenue received so that stakeholders could also be availed the opportunity to analyse the 2010 Budget submissions," Mr Kandeta said.
He said the move was done to ensure that all citizens including youth groups, individual youths and other stakeholders were given a fair deal in their quest to fully participate in the 2010 Budget formulation process.
" In this way, all those that take part will be playing a direct role in contributing to the attainment of the objectives of the Fifth National Development Plan and the Vision 2030," he said.
The submissions should clearly state the nature of the proposal, demonstrate pitfalls of the current tax regime, indicate pros and cons of the offshoot measures and stipulate how the tax base could be fairly and equitably expanded.
"Governments tax policy review committee will then objectively scrutinise and assess all proposals, based on their merit, impact on tax payers, effect on the economy and significance to the shape and focus of the Zambian tax policy orientation for the period 2010 to 2012," he said.
Mr Kandeta said that in the current round of submissions, over 20 submissions had been received this year.
He said the Government's schedule for presenting the 2010 Budget before the end of this year was tight and there would be no further extension of the Budget formulation process.
