The recent report of the Ombudsman is awful on so many levels.
First of all the Ombudsman's office used no known scientific method of research or surveys of public opinion to arrive at conclusions of who is the most corrupt and who the least is. Indeed even if they wanted to, they are so understaffed and lacking in skilled personnel they cannot do a proper job of such a complicated task as properly classifying who the most corrupt or the least corrupt institutions are.
