Uganda: The State Has Not Become Militarised

Kampala — I want to react to a story that appeared in Sunday Monitor on July 26 under the headline "Uganda is militarised", says Gen. Kale Kayihura. To begin with, the story is a vulgarised and distorted presentation of what I said, and the interview was certainly edited and does not bring out all that I said on the matter.

In response to the insinuation of the journalist that the Police are being reformed to make them subservient to the President, I suggested that what should be the focus is not the falsehood that the Police is being militarised (as it is not), but rather the real challenge that, over the years, the country has become 'militarised'.
