Zimbabwe: Using Constitution-Making for Regime Change

THE Global Political Agreement is the most important African Agreement that is respected and loved by the white western world, even Barack Obama loves it.

He loved it so much that he tied aid to this country to its full implementation and so did the Western countries visited by the Prime Minister of Zimbabwe. "Implement it and our millions will come," cried Brown.

After the furore about constitution-making that is people-driven, it reminded me of the 1999 constitutional referendum and how it was used by white commercial farmers to plant clause 57 that led to its rejection by a predominantly black population led by MDC. I submit that clause 57 which MDC was set up to fight is back with a vengeance.

This time clause 57 is composed of Roy Bennett as Deputy Minister of Agriculture-designate, Minister Mangoma for Economic Planning, Tendai Biti as the Finance Minister and Constitutional Amendment No 19 with all the power entrenched in the Prime Minister to entrap a supposedly hapless Zanu-PF seeking to build a nation, so that in the next elections regime change will be complete.

Constitution making as part of regime.

The constitution-making process is Chapter 2 in the regime change agenda of MDC-T and MDC. The readers will ask but how does the constitution lead to regime change? I will let out the secret. The rural areas especially in Uzumba Maramba Pfungwe were no go areas for MDC and their brand of politics but now in the inclusive Government with a nationwide constitution making process Zanu-PF will introduce MDC to the people of Uzumba Maramba Pfungwe as their partners. All the rural areas will be opened to the West and when elections do come Zanu-PF will lose the mantra of the nationalist party and the MDC will stand a good chance to post an electoral victory over Zanu-PF.

That explains this fixation with going to the "people".

The most important question is; "does an election signify democracy, peace, stability and freedom?

The answer is no.

Ask Bishop Muzorewa, he organised Zimbabwe-Rhodesia elections with Bennett's and Coltart's parents in tow. The war intensified, more blacks crossed the border to join Zanla and Zipra. The missing link was the ownership of the geographical piece of land called Zimbabwe. The land is the principal factor of production. Give it to the indigenous people and have peace, stability and freedom then you can add Democracy at the end.

MDC-T and MDC and all their Western sponsored Non-Governmental Organisations miss this point and the current constitution-making process is an attempt to constitutionally deprive the indigenous people of Zimbabwe of their land.

MDC-T and MDC and their allies ZCTU, NCA and NGO's want to put in place a constitution that says that Zimbabweans don't support the land resettlement programme Zanu-PF style. Hence the need to infiltrate the resettled and communal areas with lies and half-truths about the Zanu-PF-led resettlement programme.

Tell the rural folk the lies about alleged multiple ownership of farms by Zanu-PF leaders. In the process of doing this spread disinformation through Studio 7, SW radio, BBC, CNN, SABC about the land policies of Zanu-PF. More importantly ask Tendai Biti to invite foreign newspapers like the Zimbabwean by dropping the tax imposed to protect locals from hostile newspaper out of reach in case Zimbabweans decide to sue for defamation. All this is being done to achieve Chapter 2 of the regime change agenda.

A closer look at the NGO's invited to attend the ill-fated all-stakeholders meeting at the HICC on the constitution making process will reveal that apart from the usual suspects, those Western sponsored NGO's, there are new farmer organisations on behalf of white commercial farmers.

The Southern Africa Farmers Association formed by white farmers in the region to co-ordinate anti-land resettlement programmes in the region. I hope readers saw the duplication to increase participation of MDC aligned NGO's, the Mutare Workers Union, the Associated Mineworkers Union, the Progressive Teachers Union of Zimbabwe, the ZCTU and the Zimbabwean Liberators Platform.

It is invitation to the Zimbabwean Liberators Platform that revealed the true intentions of the MDC-T, and MDC. This body pretending to be freedom fighters was sponsored by USAID and have flighted adverts in the past denouncing Zanu-PF and the government it led for launching the land reform programme. It is this voice that must be heard and amplified by the pro MDC newspapers as the voice of the freedom fighters who place land at the bottom of the must do list. The readers will now understand why it was necessary to allege that Cde Chinotimba was involved in the disturbances caused by the national chairman of the MDC when he raised his palm MDC style, and contrary to earlier claims, did not invite President Mugabe to the conference.

The non-invitation of the President was as deliberate as it was intentional. It is the MDC-T/MDC plan to use the alleged power of the President to whip up support for their constitution.

The readers will ask, what are these powers that the MDC-T, MDC don't want a President to have? These powers relate only to President Mugabe because if, in the unlikely event that this plan were to succeed and MDC-T won legislative elections, wouldn't they want the same powers? The constitution would be changed to have a powerful President. The MDC-T, MDC and the West want a weak President for now so that we have a President who has no romance with the land question. A President who has not challenged capitalism to its core over land property rights. Zimbabweans are being asked to write a constitution to throw away their rights to land on behalf of white commercial farmers.

Readers may be asking what role the white commercial farmers are playing. They are playing a critical role. They attended the last MDC-T annual conference as an affiliate organisation and Mr Gifford their President is an everyday visitor to the Government complex to see that man who it is alleged has smuggled a statutory instrument that says if you don't pay taxes to your local rural council for three quarters you lose your offer letter to the land. It has become clear that constitution-making has become a regime change tool. Poor Zanu-PF it thought by signing the Global Political Agreement it was building a nation. I want to state that Cde R G Mugabe was right when he refused to talk to MDC in the past and preferred to negotiate with Britain for the MDC-T and MDC cannot and will not cut a deal that does not aid regime change and put the MDC-T and MDC in a position to reinstate white commercial farmers on the farms. Zimbabwe is now back to the year 2000 when white commercial farmers tried to use the MDC to stop the land reform programme. In 2009 the white commercial farmers are using the MDC-T and MDC to try to wrest power from Zanu-PF power, in order to reverse and stall the Land reform programme.

Zimbabwe in my view cannot have a new constitution that does not entrench the land acquisition and have peace, stability and democracy.

We should ask Bishop Muzorewa, Enock Dumbutshena, Edgar Tekere, Enos Nkala, Dumiso Dabengwa and Simba Makoni why they failed to beat Zanu-PF at the polls and tell MDC-T and the MDC that you threaten stability when you denigrate the only man Cde Mugabe who brought peace and is maintaining peace in Zimbabwe, that you threaten democracy when you link out democratic rights to the West, that you threaten the constitution-making process if you use it to mobilise the country to reject the Land Resettlement Programme.

The above named political actors all failed because their land policies conflicted with the views of most blacks in Zimbabwe.

It is very clear that Zanu-PF signed two agreements with the MDC-T and MDC. The first was the Kariba draft and the second was the Global Political Agreement and if you have no consensus on the Kariba draft then you don't have consensus on the Global Political Agreement and I hope Zanu-PF is aware of this and will make it clear that the Kariba draft does not belong to Zanu-PF but to all it's signatories.

Readers must also be aware that no constitution in the world has been written in this way even the United States of America constitution was written by a handful of men, less than 50.

In South Africa the constitution was negotiated by the ANC and other political parties and no NGO's were involved.

The Kariba draft was agreed to by the three political parties that are represented in Parliament; that's democracy at work.

No Kariba draft, No Global Political Agreement.

    Mmm... lets have a look at this little gem.

    "THE Global Political Agreement is the most important African Agreement that is respected and loved by the white western world.." hardly, it represents a minimum position, which if fully abided by, both in spirit and in practice, the West will be prepared to throw some money at. At this point in time, our geriatric friend in State House is failing hopelessly to persuade anyone (Chinese included) to hand over buckets of money to his mate Mr Gono.

Wow,that is the first time I have heard Mr Mugabe confess that back in 1999 the white farmers controlled his drafting of a constitution. Not bad, no wonder he is still scared of them.

Nice though for 'zanu-pf to introduce' MDC to their fellow citizens.

Some fairness and equity, without highly paid government officials having week-end farms, probably means that it is not zanu-pf style.

The MDC is a Zimbabwean party, made up of Zimbabwean citizens. They don't infiltrate anywhere in Zimbabwe. As for the lies and half-truths, let the people make up their own minds.

The Herald would have to be one of the most libellous papers on the planet, all the while knowing it is protected by a morally corrupt government.

It is amazing that such a simple and self-evidently good idea is soaking up so much time. Obviously the scars of 1999 are stil carved deeply on the rotten heart of zanu-pf.

    Katz, I appreciate you providing more information about the GNU and some of the agreements between Zanu-pf, MDC-T and MDC-M. More important you mention the players and white farmers, they are all party to the agreement. Zanu-pf has been very good at interprenting any agreement in Zimbabwe their way. I worry that the 2 MDC's may not be up to par with Zanu-pf, in terms of claiming their rightful places.
