Johannesburg — A CHINESE government initiative to support business partnerships between Chinese and African entrepreneurs is battling to find suitable infrastructure development projects and business in Africa.
The China-Africa Development Fund is a 5b n Chinese government initiative to support business partnerships between Chinese and African entrepreneurs.
"Maybe the challenge is the way we have been disseminating the information which explains what the fund is about and who qualifies," says Wang Yong, the fund's CEO .
The fund established offices for the Southern African Development Community (Sadc) in Johannesburg in March . Since its establishment in June 2007, the fund has facilitated more than 20 investments in Africa, amounting to nearly 400m .
The fund was established by President Hu Jin tao after the 2006 Beijing Summit of the Forum on China-Africa Co-operation.
Wang says the fund is speaking to the embassies and trade officials of African states represented in China to encourage them to take the information to their respective countries.
The fund is finding it increasingly challenging to fund infrastructure programmes in most African states because of the lack of essential facilities, including sound telecommunications systems, says Wang.
"We find that they (prospective business partners) expect countries to have basic technology and sufficiently operational ports, airport and roads ...unfortunately these facilities are not necessarily available in some countries on the continent," he says.
Liu Xiaolei, the fund's Sadc head , says it is looking at supporting major regional infrastructure ventures such as the envisaged electricity transmission lines between SA and Mozambique, SA and Zambia, as well as Zambia and Botswana and Namibia and Zimbabwe.
"Cross-border infrastructure projects are the key that will unlock economic growth for many regions on the continent.
"Good road and rail links between neighbouring states ... boost trade and stimulate the economy," Liu says.
The fund will also be investing in the industrial and trade parks set up by Chinese enterprises in Africa .
"Trade parks have advantages since they improve African countries' capability in processing and export, and promote their trade balance and economic development."
There have been calls for African countries to trade more among themselves and for Africa to focus on developing its own market of 800-million people.
Wang says the fund is mandated to look favourably at proposals by African entrepreneurs who want to expand into China.
"We believe we equally need Africa to share its expertise with us and to also take advantage of opportunities in our market," he says.
Last year the fund identified and funded four projects worth hundreds of millions of rand. They included construction of the first phase of the Ghana power station, in which the fund partnered with the Shenzhen Energy Investment Company.
The fund is investing in agriculture and manufacturing industries as well as in the natural resources industries including oil, gas and mineral resources, and aims to establish representative offices throughout Africa.

2) INFERIORITY = Pay by Time
There is another system used to oppress people that feeds the business owners with a lust for MORE profit. One year they may have profits of 50%, the next year they may have profits of 100%, the next year their profits may only be 75%. The system in the world will consider that going from 100% profits to 75% profits is bad for business.
How is that bad ? Profits are profits ! Many businesses have different levels of pay for the same workers.; levels such as :
a) Top Salaries – Private and only known to each individual workers b) Medium Salaries – Private “ “ “ “ c) Lower Salaries – Private and only known to each individual workers d) High Hourly Wages e) Medium Hourly Wages f) Minimum Hourly Wages
I suggest that EVERY WORKER SHOULD BE PAID A LIVING WAGE. The Minimum Wage is like a financial ball and chain ; only giving those receiving it just enough to live to see the next day.
The Living Wage allows workers to live, invest, spend, save, and thrive. We can dream about having our own businesses , then wake up and attain our dreams. This is great for the businesses that pay Living Wages. For this creates new customers and new generations of customers.
As long as the system of Living Wages is in place, there will be a thriving economy and a blooming world full of optimistic activities. But it will only happen when business owners see the benefit of paying more pennies to make more dollars ! Which of you business owners will have the insight, recognition, roots, understanding, initiative, moxy, & compassion to make the step most are afraid to make.
