Zambia: NGO Act Guidelines to Be Issued Soon

COMMUNITY Development and Social Services Minister Michael Kaingu has said he will soon announce the guidelines on the implementation of the recently assented to Non Governmental Organisation (NGO) Act.

Mr Kaingu said in an interview in Katete at the weekend that the Act would soon be implemented and urged NGOs which were against it to accept it because it was now law.

He said demonstrations like the one by some NGOs in Chipata would not move the Government to change its decision. Mr Kaingu said as the minister-in-charge, he failed to understand the motive behind the demonstration.

He said NGOs should not demonstrate against policies already passed by Parliament and assented to by the president. The minister said the Government would not allow the NGOs to operate uphazardly but would ensure they were supervised.

Mr Kaingu said it was the responsibility of his ministry to coordinate activities of the NGOs so that resources meant for the poor in Zambia were not misapplied.

"So as a ministry, we will coordinate all NGOs in the country through the Act, "he said. He said NGOs would be given areas of operation once the Act was operational.

Mr Kaingu also said the cash social transfer scheme was a good idea which needed to be scaled up in all the districts in Zambia. The Government would come up with policies in which the scheme would be scaled up, as it was part of the poverty alleviation strategy, Mr Kaingu said.

The minister said once the scheme was extended to all the districts, his officers and village headmen would start selecting the recipients.

"Recipients or beneficiaries of the scheme will be selected by officers from my ministry together with village headmen who will form one select group," Mr Kaingu said.
