Zimbabwe: President to Open Parly

Harare — President Mugabe is expected to officially open the Second Session of the Seventh Parliament tomorrow, where he will set the tone for the legislative agenda for the period.

Hundreds of people are expected to throng Parliament building to witness one of the important days in Parliament's calendar.

Those expected to attend include ambassadors accredited to Zimbabwe, High Court and Supreme Court judges, Service Chiefs, traditional leaders, captains of industry, most of whom will find their way to the Speaker's gallery and in Parliament's courtyard where a giant monitor will be provided to allow them to follow the proceedings.

Political party supporters are expected to throng Africa Unity Square where they will have a glimpse of the proceedings.

No major shift from the usual programme witnessed every year is expected.

The event is expected to start at State House, where there will be a photo session for President Mugabe.

After this, President Mugabe will inspect a guard of honour mounted by policemen on horseback.

This will be followed by a procession made of the President's motorcade, with the Head of State and Government, who is also Commander-In-Chief of the Zimbabwe Defence Forces, in the traditional vintage Rolls-Royce convoy.

The convoy is expected to travel along Josiah Tongogara Avenue, from where it will turn into Sam Nujoma towards Parliament Building. At Parliament, proceedings will begin with the playing of the National Anthem, accompanied by a fly-past by Airforce of Zimbabwe jets in diamond formation.

Parliament's Sergeant at Arms will then lead President Mugabe into Parliament Chamber followed by a procession of High Court and Supreme Court judges. Speaker of the House of Assembly, and other Members of Parliament will then follow into the Chamber to take their seats.

President Mugabe will then deliver his speech before officially declaring the Second Session of Seventh Parliament open.

Rehearsals of the proceedings started last week and by Thursday, Air Force of Zimbabwe jets were flying past Parliament Building.

Roads leading to Parliament, like Nelson Mandela, Sam Nujoma are expected to be temporarily closed to traffic. Several Bills are expected to be tabled for debate during the coming session.

Some of them are the Mines and Minerals Bill and the Reserve Bank Amendment Bill.

Finance Minister Tendai Biti is also expected to present next year's national budget statement through the Finance and Appropriation Bills.

The Finance Bill seeks to take into effect fiscal measures that would have been introduced by the Minister such as income tax, capital gains tax, corporate tax and excise duty among others.

The Appropriation Bill seeks to effect the various budget votes to the various ministries.

Another highlight of the session is the debate that is expected to be generated by RBZ Amendment Bill as some had expressed reservations on it.
