Sumbe — The minister of Justice, Guilhermina Prata, appealed to citizens on Wednesday in Sumbe city, coastal Kwanza Sul province, to be comprehensive about factors that might influence the acquisition and issuing of the new Identity Card (ID).
In declarations to the press after the inauguration of the new system, made by the governor of Kwanza Sul , Serafim do Prado, minister Guilhermina Prata pointed out the communications that might influence the confirmation on the database for issuing the new ID, human factor and the law.
"We need to recognise that there are some constraints to the confirmation on the database of the central system that has been hindering the handing over of ID cards to citizens on time", he said.
The official justified that "in case the communications of the online system are not operating efficiently, in case they are disruptions in the signal then it will be difficult to receive the confirmation of the ID issued", he affirmed.
She added that "there is the human factor, since the trained personnel do not totally dominate the technology to grant a timely efficient answer".
The minister stressed that "the law itself does not state that the ID card should be issued on the hour, but 48 hours after, therefore, through this technology, we give the possibility of the requester to receive it on time whenever there are no constraints in the central database".
Kwanza Sul province closes the second group of the process of issuing the new ID card, which included the provinces of Benguela, Kwanza Norte, Cabinda and Bengo.
