African governments could in the near future expect to reap big from bilateral and continental collaborations after the African Tax Administration Forum (ATAF) is launched.
ATAF is a platform that will promote and facilitate mutual cooperation among African Tax Administrations and other relevant interested stakeholders with the aim of improving the efficiency of their tax legislation and administrations.
As the global credit crunch ebbs, one of the major concerns that will be addressed at the forum is the need to maximize domestic savings reserves in order to sustain national development priorities and reduce donor dependence.
URA Assistant Commissioner Public and Corporate Affairs, Ms Sarah Banage said: "The idea of an ATAF was born out of discussions on the challenges facing tax authorities in Africa at a conference, 'International Conference on Taxation, State building and Capacity development in Africa' held in Pretoria, South Africa in August 2008".
MS Banage said from then on - Seven countries namely Uganda, Nigeria, South Africa, Botswana, Ghana, Rwanda, and Cameroun were tasked as a Steering Committee to progress the Establishment and subsequent Launch of ATAF - the climax of which is this November in Uganda.
It is hoped that ATAF will also promote economic development, good governance and accountability and cultivate a culture of professionalism and support. Mutual cooperation amongst the member states and increased levels of voluntary tax compliance will also be realized. Issues of tax evasion that have for long plagued tax administrations across the continent will now be handled as a combined effort as African revenue administrations will share their experiences and move towards finding a wholesome solution to common problems.
Uganda Revenue Authority in July won the bid to host the official launch of ATAF. This is a major milestone not only for the authority but for African tax bodies as they work towards state building, governance, political economy and revenue mobilization.
Heads of African Tax Administrations and their representatives will converge in Kampala in November 2009 to discuss progress made, challenges faced and possible new directions for African tax policy and administration by examining ways to improve systems and mechanisms through sharing of experiences and developing relevant best practices.
ATAF membership will be open to all African countries wishing to work towards the set objectives following a written indication of accession and acceptance of the abiding rules and regulations.
