Nairobi — Trouble is brewing in some of the newly created districts in Central Kenya where residents are accusing the District Commissioners of failing to take up their new offices.
In others, controversy over where the headquarters are supposed to be located remains unresolved thereby delaying delivery of services.
On Wednesday, Central PC Japhter Rugut admitted that such problems are all over the province where new districts were created recently.
He, however said that until money for constructing the districts headquarters is released by the Treasury, the problems may not be resolved.
In the greater Nyandarua for instance, residents of the new Kinangop district have for the last three months been demanding a meeting with their District commissioner to make it clear to them where their headquarters are supposed to be.
Initially, it had been agreed during a leaders meeting that the headquarters should be in Haraka Trading Centre.
But since the DC has been operating from Njabini town where politicians and some businesspeople preferred the headquarters to be, the residents have been up in arms.
Haraka had been chosen because the area is more central and it also has a considerable area of expansion compared to Njabini.
"We have been requesting the District Commissioner to convene a meeting and tell us whether he has decided to go against decision of majority by taking the headquarters to Njabini but he doesn't respond," a resident said.
Mr Rugut said since it is only in Njabini where facilities are available the DC has to stay there.
A similar problem has left residents of new districts of Thika East and Kieni West of the greater in antagonism with the government and their leaders.
In the former, the new district headquarters are in Gituamba trading centre where the only available place of work for the DC according to Mr Rugut is a one-roomed office currently occupied by area assistant chief.
And in the latter, the DC has to operate from the DO's office in Mweiga town since Kiawara, which is the new district headquarters is a small shopping centre.
In Thika East, the DC operates from Thika town. Even in new Ndaragwa district of the greater Nyandarua, the PC said his district commissioner has to operate from Nyahururu town.
"There was urgency for the DC's to start working when the new districts were created and they could not operate from areas, which have no facilities," Mr Rugut said.
However, another challenge in Central Kenya is how to settle dispute between two rival camps in Mathioya district of the larger Murang'a who cannot agree on where their headquarters should be.
A leaders meeting had decided that Kiria-ini town be made the headquarters but this has elicited controversy with a group arguing that the town is at the edge of the new district.
They want the headquarters to go to Nyakianga Trading centre, which is located in a central place.
Currently, the DC is staying in Kiria-ini town where others are complaining that he cannot deliver services to them since the town as far away.
Mr Rugut said he will convene a meeting in the area to try and resolve the controversy.
