Nampula — The governor of the northern Mozambican province of Nampula, Felismino Tocoli, on Wednesday morning said he was unaware of the illicit use of state vehicles by an obscure group of domestic observers, who call themselves the Mozambican Forum of Electoral Observation (FAMOE).
"I've heard something about this, but I don't yet have any detailed information", Tocoli told reporters shortly after casting his ballot. If it was true, then the matter should be dealt with "by the relevant bodies".
Dozens of observers from FAMOE were seen on Tuesday going to the accreditation site in state owned vehicles, including a minibus owned by the Nampula Provincial Directorate of Education.
After these "observers" realised they had been spotted, they removed the words "Provincial Directorate of Education" from the bus, but of course the number plate remained the same.
