Kenya: Lands Got Lion's Share of IDP Funds

Nairobi — Treasury on Sunday gave a breakdown of how billions of shillings meant for resettlement of internally displaced people, now at the centre of investigations, was shared out to the respective ministries.

And permanent secretary Joseph Kinyua faulted three ministries that were feuding over the Sh1.4 billion, and said auditors had been assigned to investigate alleged embezzlement.

Mr Kinyua clarified that the Ministry of Finance distributed Sh2 billion to the ministries of Lands, Special Programmes and Internal Security.

The Lands ministry received the lion's share of Sh1.4 billion to buy land to resettle the families. Some Sh500 million went to the Ministry of Special Programmes for logistics operations, while Internal Security received Sh100 million.

"There should be no fight because the money was shared out to ministries in line with their mandate to the resettlement of IDPs and their security," Mr Kinyua said in a telephone interview.

The Sunday Nation revealed that a fight for the control of Sh1.4 billion meant to buy land for IDPs was brewing between the Office of the President, the Treasury and Special Programmes ministry.

Dr Naomi Shaban, the Special Programmes minister, has accused some senior officials at the Office of the President and the Treasury of having interest in the buying of land for IDPs. "We are shocked at the sudden interest some officials at Nairobi's Harambee House and Treasury have taken in the IDPs issue," she said.

Dr Shaban dismissed an audit report prepared by the OP which blames her ministry for the loss of Sh200 million meant for the IDPs, arguing that it was meant to cover up the misdeeds of the Provincial Administration officials.

"The audit by the Office of the President was initiated a month later to cover up what Kenya Anti-Corruption Commission was meant to unearth," said Dr Shaban. On Sunday, Mr Kinyua said it was too early to start making allegations of corruption since an audit on how the money was spent was in progress.
