Justice Minister urges Heads of Court of Appeal to champion the vision of the State of law.
The Vice Prime Minister, Minister of Justice and Keeper of the Seals, Amadou Ali says justice is the backbone of the State of law, urging Heads of the Court of Appeal in Cameroon to implement and champion President Paul Biya's vision of making the country a State of law. Amadou Ali last October 30 in Yaounde presided at the closing ceremony of the annual meeting of the Heads of Court of Appeal in the country.
Justice, the backbone of the State of law, the Vice Prime Minister substantiated, is that which is independent, accessible and of quality, as well as that which inspires trust, imposing and imposed on all. Heads of Court of Appeal, the magistrates with the incumbent mission of ensuring the State of law, must demonstrate balance between the principles of law, ethical obligations and amenable guarantees, he said.
The Heads of Court of Appeal while in Yaounde discussed on several themes during the meeting. For the four days, they examined the difficulties in the implementation of the Criminal Procedure Code, obligation of reserve for a magistrate, the fight against corruption in the judicial milieu, justice faced with the upsurge of some phenomena such as rape and incest in the Cameroonian society, innovations contained in the law relating to judicial assistance and disciplinary regulation in detention cells. They also discussed disputes relating to compensation in case of road accidents, the revised OHADA treaty and analysed the Protocol on the African Charter on Human and People's Rights in relation to the rights of the woman in Africa contained in the Maputo Protocol.
Amadou Ali used the meeting to recommend multidisciplinary action involving mainly stakeholders in the social, health and justice departments in fighting the upsurge of rape and incest. He asked the magistrates to popularise the already outlined recommendations as way of tackling the problem of divergence in the interpretation of the Criminal Procedure Code while waiting for the intervention of the jurisprudence of the Supreme Court. Difficulties related to material, the Vice Prime Minister said will be solved progressively depending on the means available, while the massive recruitment authorised by the Head of State will help solve the problem of personnel.
