The head of United Nations peacekeeping has called for a joint investigation into the targeted killing this year of dozens of civilians in the far east of the Democratic Republic of the Congo (DRC) by elements of the country's military.
Alain Le Roy, Under-Secretary-General for Peacekeeping Operations, said yesterday that the UN peacekeeping force in the DRC (known as MONUC) and the Congolese armed forces (known as FARDC) should conduct the inquiry.
Mr. Le Roy, who is currently on an official visit to the eastern DRC, said MONUC would immediately suspend its logistical support to the FARDC units believed to be implicated in the killings until the results of the investigation are known.
He said it would be up to the FARDC to take necessary measures once the probe is completed.
A UN spokesperson told journalists in New York today that "compelling evidence" had emerged that a brigade of the FARDC was responsible for the targeted murders of 62 civilians, including many women and children, in the Lukweti area of strife-torn North Kivu province between May and September this year.
"According to our information, these civilians were clearly targeted in attacks by certain units of the [army]," Mr. Le Roy told Radio Okapi, a UN-backed radio station.
MONUC forces have supported the FARDC in operations against Rwandan Hutu rebels based in North Kivu, but human rights groups have accused the army of carrying out numerous abuses against civilians during the operations.
Last month the independent UN Special Rapporteur on extrajudicial killings Philip Alston described the military operations as "catastrophic" and urged that an immediate and thorough investigation be established.

It's very good to conduct an enquiry to civilians massacre and not to support an army that is always behind the killings of the population, but putting more pressure on the head of state will be more significant. Everybody knows that President Kabila is the cause and the instigator of those exactions insofar as he is allowing different groups to have access in the mineral zones. The illegal trade of uranium, coltan... are the basis for the rebels presence and will try to resist to stay as they first supported either a multinational company or a non official Kabila's group to extract /export the rich matter. We are in the 21st century where the law system and democracy will not permit such a leader to stay any longer on their post as long as they have been behind the death of more than 6,000,000 people. We still believe that superpowers : USA, UK, France, Germany... are aware of the situation and will help DRCongo for durable peace. We do pray for the Lord Jesus Christ to be behind the probe, amen!

In his piece entitled “ White Collar War Crimes, Black African Fall Guys,”
investigative journalist Keith Snow writes:
First note that the ICC can now be viewed as a tool of hegemonic U.S. foreign policy,
where the weapons deployed by the U.S. and its allies include the accusations of, and
indictments for, human rights violations, war crimes and crimes against humanity.
To understand this, we can ask WHY NO WHITE MAN HAS YET BEEN CHARGED
with these or other offenses at the ICC (International Criminal Court) which now holds
five black African warlords and seeks to incarcerate and bring to trial another black man,
also an Arab, Omar Bashir.
Why hasn’t George W. Bush been indicted ? Or what about Donald Rumsfeld ?
Dick Cheney? Henry Kissinger? Ehud Olmert? Tony Blair?
The sad fact is that the International Criminal Court has become terribly
politicized, as has the entire international justice apparatus.
The ICC has issued indictments, for the first time in history, against a sitting head of
state. Meanwhile, according to Snow, an Israeli weapons dealer, also a reputed Mossad
operative, is revealed to be shipping weapons into Sudan with Pentagon support.
And Belgium changed its law rather than prosecute Ariel Sharon for war crimes.
The double standard cries out to us.
One country in the West, however, increasingly stands out as a place where
justice can be found?and that is Spain. With its landmark indictment of
Pinochet and its current consideration of Israeli war crimes in Lebanon and
U.S. torture in Guantanamo, we increasingly look to the Spanish Courts with
hope. It was the Spanish courts that returned indictments against Rwandan
soldiers for genocide even as the world coddles U.S. proxy Rwanda and its
leader, Paul Kagame.
