Southern Africa:Govt Upgrades Procurement System

Harare — GOVERNMENT is upgrading the public procurement system in line with the Common Market of Eastern and Southern Africa reform programme and adapt to the changing global dynamics, a senior Government official has said.

Industry and Commerce secretary, Ms Mavis Sibanda, said there was urgent need for public procurement system transformation to enhance ease trade within the region.

Ms Sibanda was addressing participants at the official opening of the Comesa seminar on Public Procurement Administration in Harare yesterday targeted at the various sectors of the economy.

The seminar is aimed at improving networking and enhancing free trade in the region's trading bloc.

"There is need to continuously improve our respective procurement systems in order to adapt them to the ever changing global dynamics," said Ms Sibanda.

The public procurement reform policy started in 1998 when studies on procurement revealed that laws and practices in Comesa member States were actually a barrier to free trade.

It was then recommended that good procurement practices be adopted to enhance free trade as part of the Comesa regional integration agenda. Ms Sibanda urged the participants to adhere to the laid down procurement principles to ensure accountability, transparency, integrity and efficiency of the system at every stage of the procurement process.
