Freetown — Public sector reform unit, PSRU in collaboration with the human resource management office has commenced a review of the management, systems and processes of the ministry of works, housing and Infrastructure.
The aim of the review was to ensure that the ministry was adequately restructured and provided with the competent skills-mix and appropriate tools and equipment for quality service delivery.
During the initial meeting at the ministry the team leader, Ola Williams disclosed that the team conduct a comprehensive review of the ministry and align the structures, processes and capacity of the ministry so as to empower them for efficient and effective service delivery.
He reminded officials of the ministry that management and functional review provide a useful entry point for the restructuring of MDA's, and the PSRU/HRMO would conduct such review in collaboration with the ministry for their valid input into the exercise.
Williams said the management and functional review of MDA's was in line with President Ernest Koroma's Agenda for Change, which is geared towards strengthening the capacity of MDA's for efficient service delivery.
Deputy Secretary Works, Housing and Infrastructure, Nancy Tengbeh commended PSRU and HRMO for the exercise, pointing out that it would strengthen the ministry to deliver quality service to the nation.
She said the ministry was grossly under-staffed and called on the HRMO to urgently address the capacity gap in the architectural and civil engineering divisions as they are the key to the services of the ministry.
Acting Director of management services at the HRMO, Georgiana Kamara revealed that the reform in the civil service was aimed at rejuvenating the service for quality output as the proposed remuneration package that would soon be implemented would be based on performance and not across the board.
