Two Fufa officials have been summoned by the Buganda Road Court to answer charges of embezzlement and causing financial loss to the tune of over Shs972m.
According to the summons dated Novemeber 4, 2009 and seen by Daily Monitor, Chief Executive Officer (CEO) Edgar Watson and Fufa vice president finance Jowali Kyeyago are wanted in court to answer the charges.
"Whereas your attendance is necessary to answer charges of embezzlement and causing financial loss contrary to section 268 and 269 respectively, of the penal code Act cap 120, you are hereby commanded by the government of Uganda to appear in this court on November 27 at 9 a.m," read the summons in part.Through his lawyer Emmanuel Angulo of M/s Katuntu and Co. Advocates, former Fufa delegate Goodluck Musinguzi filed a criminal case against Fufa president Lawrence Mulindwa, CEO Watson and treasurer Kyeyago, accusing them among other issues for misuse of public funds.
According to the complaint on oath filed at the Chief Magistrates Court of Buganda Road, the three Fufa officials are accused of presenting to the annual assembly of Fufa delegates, a financial report in which an estimated Shs972m was not accounted for in a period of four years. Musinguzi had earlier caused the Fufa accounts to be audited by an independent audit firm ,M/s Kwiri and Associates, Certified Public Accountants and Auditors.
The independent auditors' report shows anomalies of up to Shs246m for the year 2009 alone. Among the outstanding queries raised by the auditors was the manner in which Fufa boss Mulindwa is alleged to have paid himself Shs118m, which he claimed to have lent the federation. In 2005, his predecessor Denis Obua spent two weeks in Luzira prison after he failed to account for Shs113m.
