Mezam Division in the North West Region has executed 98 Public Investment Budget projects out of 114 projects granted the Division.
This revelation was made in Bamenda recently during a 3rd quarterly meeting of the Divisional Follow-up Committee for PIB Projects for 2009. In all, 98.5 percent physical realization has been made as against 80 percent financial realization. In a budget of 675 million, 537 million has been used so far for the 2009 financial year. Concerning the low rate of financial realization, the Pay Master General for the North West explained that high rate of payment will reduce high rate of execution. Amongst the projects realized featured the construction of administrative blocks, classrooms and laboratories in some schools, the electrification of some public institutions and the installation of public health equipments in some health centers.
The committee members under the chairperson of Hon. BB James commended the endeavors of contractors. "The level of execution is better than last year," he revealed. He however regretted that though some contractors have done a good job, others are yet to meet up with the dead line. He therefore encouraged them to finish the work before the financial year runs out. He frowned at some contractors who do bad work in the field and asked the control engineers to take note so that the tender's board can suspend or reject their application files for subsequent contracts.
Hon. BB James pointed out that some schools are approved with no teachers and structures while some health centers like Nteuhbang in Bambili has no structures but have been given equipments. He pleaded that natives stand a better chance to select their priority projects and that the horse should go ahead of the cart not vice versa. "Though Mezam is taking the lead in execution, if other Divisions don't work harder, the Region will remain underdeveloped," the chairman said. According to the representative of the SDO for Mezam Ndouwanyou Emmanuel, the control engineers should educate the contractors while controlling since most of them are not versed with the procedures.
