Johannesburg — MINISTER in the Presidency Collins Chabane must allocate duties between ministers and deputy ministers to avoid tension , United Democratic Movement (UDM) leader Bantu Holomisa said yesterday.
He was speaking after reports of a rift between Police Minister Nathi Mthethwa and his deputy, Fikile Mbalula. The two were allegedly unable to effectively share responsibilities, a problem believed to be common across other government departments.
Holomisa said Chabane, who is responsible for monitoring and evaluation, should clarify the duties of the minister and his deputy and both should sign for this.
"In each department he must do that, otherwise you might find that what is coming out is frustration by many who are unable to speak out," said Holomisa.
Institute for Security Studies researcher Chandré Gould said the tussle was " likely to sow confusion in an already confused situation".
Congress of South African Trade Unions spokesman Patrick Craven said personality clashes were an unnecessary distraction from fulfilling the African National Congress's (ANC's) election promises.
Meanwhile, police commissioner Bheki Cele said on Saturday that although he was a "complete legal illiterate", he knew that police had a right to use lethal force when there was a threat to their lives or the lives of others.
