Uganda: Chief Held Over PLE

7 November 2009

Kampala — A parish chief in Bugiri District was last week arrested for allegedly selling Primary Leaving Examinations (PLE) question papers.

Badru Mayanja, a parish chief for Buwuni, had been hired to distribute PLE exam papers to Kibimba Primary School.

The accused was reportedly seen throwing copies of the question papers to five candidates as he approached the school riding a motorbike.

Invigilators and a Uganda National Examinations Board (UNEB) scout on duty were shocked to find the envelop containing the Social Studies exam papers had been opened with three question papers missing.

Mayanja was arrested on Thursday after the invigilators alerted the police.

The acting Bugiri District Police Commander, Patrick Omara, said he was investigating the matter to establish whether the accused had accomplices within Kibimba Primary School.

Omara said the envelop containing the examination question papers had earlier been displayed by a UNEB official at the district police station and was clearly seen to be sealed.

He said three teachers at Kibimba Primary School in charge of examinations were to be interrogated.
