The International Monetary Fund (IMF) has finally confirmed reports by the Senegalese press that the Senegalese authorities were involved in a bribery scandal involving the outgoing IMF resident representative, Mr Alex Segura.
According to reports monitored from the IMF by the Daily Observer , the IMF shed light on the allegation relating to a gift to Mr Segura by the Senegalese authorities. The findings further indicated that the incident involving the president of Senegal, Abdoulaye Wade, is seen by many as corrupt practices by the highest authority of the state and has tarnished the image of the Senegalese government and discredited the reputation of President Abdoulaye Wade.
Following investigations by the Ethics Office of the IMF and base on reliable information both within and outside the IMF, the following factual conclusion have been made and are as follows:
1.That Alex Segura was to take a flight to Paris on the 25th September 2009 at the end of 3 years mission in Senegal as IMF Resident Representative. On the eve of his departure he was invited to dinner by President Abdoulaye Wade. At the end of the dinner he was given two packages as farewell gifts.
2.After the dinner and on his way to the airport, Mr Segura made a brief stop at the residence to take his baggage. It was there he discovered the gift was a large sum of money.
He immediately informed his successor and the information was then transmitted to the Ethics Office of the IMF.
3.Mr Segura travelled with the money to Barcelona and it was there that the actual amount was counted. It was one hundred Euros and fifty thousand US Dollars (100,000) and (US $50,000)
4.After various consultations and exchanges, the money was returned to the Senegalese authorities through their ambassador in Spain.
5.The President of the Republic of Senegal, Maitre Abdoulaye Wade has confirmed to the IMF that he gave the money to Mr Alex Segura as a gift. He accepted that the amount of money given as a gift was a mistake.
6.This incident involving the president of Senegal is seen by many as corrupt practices by the highest authority of the state. It has tarnished the image of Senegalese government and discredited the reputation of President Abdoulaye Wade.7. That the arrival of the new IMF Resident Representative will be delayed because of the incident.
