AFRICA's hardline position at climate-change negotiations last week was a risky but necessary strategy, African negotiators say.
The cruel reality is that Africa's adaptation strategy for climate change depends on the reduction targets that annex 1 countries -- industrialised countries that accepted legally binding targets under the Kyoto Protocol -- are prepared to take on.
This is because the extent to which the world is prepared to cut emissions will determine the magnitude of an expected rise in global temperatures.
Countries were supposed to announce emission caps by March, but have not, although the Copenhagen meeting -- at which a deal is meant to be agreed on -- is just weeks away.
Climate-change negotiations are focused on keeping the global temperature increase at less than 2º C to avoid dangerous climate change. But even a 2º C rise in temperature means some societies, especially small island nations, may be unable to continue their way of life.
The UK's Meteorology Office calculates that if we continue on the same path, global temperatures by 2060 will on average be 4º C higher than now.
Southern Africa could warm as much as 10º C, the study found, with devastating consequences for agriculture, water availability and economies.
SA's economy is in a rather odd place. While government spending, largely related to the 2010 Soccer World Cup and other infrastructural projects, helped cushion the country from the worst of the recession, it is hoped that consumer spending will lead a rebound.
But consumers are showing little inclination to spend, despite interest rate cuts totalling five percentage points. They are also being encouraged not to spend. The National Credit Regulator issued a statement yesterday, discouraging excessive festive season spending and urging people to formulate a budget now and not "give way to social pressures to spend".
Those social pressures are already appearing in the form of Christmas advertising.
Predictions are flying around that this Christmas will be one of the worst for retailers. There have been forecasts of gloomy festive- season spending in years past, and each time South African consumers probably spent more than they could afford.
But while household debt is now in better shape than it has been for years, household savings are still in negative territory, bankruptcies are still climbing, jobs are still being lost and disposable income is shrinking.
A festive-season spending splurge would indicate a return to reckless spending habits, which the regulator is, correctly, trying to discourage.
RATING agency Moody's says: "We do not expect the management change to affect Eskom's current rating as this is only one component addressed by Moody's rating."
This is the sort of doublespeak that gives agencies a bad name. Essentially, Moody's is asking us to believe that because management is only one of many categories it uses in assessing creditworthiness of a rat able entity, it cannot be significant. Yet anybody who has been close to business, or government, knows management can and does make a big difference. Just because it's only one component does not make it less important. It may be critically important, or not. It all depends.
Essentially, Moody's is telling us it adopts a check-box approach, something painfully obvious in the recent banking crisis. The agency does say that a key concern for Eskom's rating, now on negative outlook, is the political and regulatory issues that surround it.
In addition, the sizable capital spending programme introduces the problem of execution risk. But isn't management a crucial component of that execution risk?
In the absence of simple logic, let us state the totally obvious: Eskom management and board resignations and reappointments are a serious problem for the utility. See, that wasn't so difficult.
