Johannesburg — CELLULAR network operator Zain's African division was not for sale, its African CEO Chris Gabriel told a conference in Cape Town yesterday, before conceding any decision would rest with shareholders, over whom he had no influence.
Speculation that Zain would sell its operations in 16 African countries arose earlier this year and was fuelled by confirmation that these businesses are not as profitable as the Kuwaiti-based operator had hoped.
Talks to sell out to French group Vivendi for a reported 12bn fell through after both sides had initially denied they were even discussing a deal.
Zain's overall CEO, Saad al- Barrak, later admitted he would consider shedding Zain Africa if a good offer was received.
Such obfuscation has become common in Africa's highly fragmented cellular industry, with a few major players dominating the region, a plethora of small single-country players beneath them often hoping to be bought out, and some weighty foreign operators eyeing Africa as the last great growth market.
Yesterday the bullish Gabriel vehemently denied a potential sale, before instantly clarifying that it was beyond his influence. He also continued his often- repeated mantra that Zain is seeking global glory, and said Zain Africa would invest in other countries if there were good opportunities and the right price could be struck.
"Zain Africa isn't for sale. We are focused on our objective of becoming a top-10 mobile player globally by 2011," Gabriel said at the AfricaCom conference. "There is absolutely no lack of focus in Africa. There is always great appetite for expansion."
Gabriel then described Zain Africa as "the growth engine of the Zain group", but said : "Whether shareholders decide to sell is entirely up to them. Shareholder matters are outside the scope of my responsibility."
His statements shed no light on how seriously Zain would consider any offers for its African activities, which it acquired by taking over Celtel in 2005 for 3,4bn.
