Rwanda: Minecofin-Affiliated Institutions Sign Performance Contracts for Six Months

The public institutions affiliated to the Ministry of Finance and Economic planning on Friday signed their performance contracts for the second half of the financial year.

The contracts, which cover the six-month period from January to June 2010, include precise targets on the basis of which the institutions' progress will be measured.

The targets, Minister James Musoni remarked, are essential. "In our strategic plan as Minecofin, each institution under the ministry develops its action plan in line with the strategic plan of the ministry, in order to have a common target," he said.

The minister explained that this logic is followed systematically to maintain effective performance. In addition to reports submitted from each department, there is a monthly check-up by the ministry to make sure that the reports are accurate.

The chairman of the board of Rwanda Revenue Authority (RRA), Kabera Eraste explained that they are focused on a target of Frw 368 billion in tax collection. Already during the first quarter of the 09-10 fiscal year, there has been an increase in the tax base, which is a great accomplishment considering the present global financial crisis. He added that they will concentrate on changing the mindset of taxpayers and raise awareness about the value of taxes in the public. In addition, more efforts will be put in the organization and administration of all structures to ensure efficiency and transparency in the services.

For his part, the chairman of the Social Security Fund (CSR), Esdras Nkundumukiza, declared that they will adopt and maintain CSR's investment plan 2009/2010 and in addition to their current services, they are setting up a special fund to which contributors can appeal in time of need.

Moreover, CSR is currently in negotiations with the EAC to have employee contributions of Rwandans who are salaried employees working within the region, paid directly to CSR's accounts.

Other institutions that signed their performance contracts were Rwandaise D'Assurances Maladies (RAMA), the National Institute of Statistics of Rwanda (NISR), the Rwanda Public Procurement Authority (RPPA) and the Capital Market Advisory Council (CMAC), among others. The chairman of the latter, Gaperi Henry, pledged to concentrate on the checks and balances of the institution and to ensure that this financial year yields good results at the end. A standard market system is to be set up to help in effecting purchases through bids to buy and offers for sales.
