Uganda: Suspected City Quack Doctor Held

Kampala — The Police on Wednesday arrested a man over impersonating a doctor.

Willy Bukenya was arrested at Namugongo, a city suburb.

He was allegedly running a private clinic, Nagawa Memorial Nursing Home.

The clinic was said to have been closely supervised by the Wakiso district health officer, Dr. Emmanuel Mukisa.

Bukenya is said to be a brother to Mukisa.

The clinic, which is one of the 38 private not-for-profit health facilities in Wakiso district, is also being investigated for allegedly selling drugs procured under the NGO-private partnership.

In the first quarter of this financial year, the clinic was allocated about sh2m, out of the sh72m that was disbursed to all the not-for-profit health facilities in the district.

The ploy was discovered by the special drug monitoring unit headed by Dr. Diana Atwine, which was created recently by President Yoweri Museveni to scrutinise health units.

The unit is mandated to look at the ordering, receipt and distribution of drugs. It also looks at service delivery in health units.

Atwine yesterday said despite the fact that the clinic was government-aided, it obtained drugs without government imprints and sold them to unsuspecting patients.

"These are public funds being wasted on corrupt health personnel," Atwine added.

By press time, Mukisa and Bukenya were still being held by the Police.
