Addis Abeba — The committee of ten African Heads of States and Government on climate change (CAHOSCC) disclosed that Africa has identified priorities on strategies and institutional mechanisms to make firm the continent's common position on climate change in the run up to the Copenhagen summit next month.
"It is high time that the group of ten, mandated by the African Union Summit of Heads of State and Government to speak on behalf of Africa during the Copenhagen Summit on Climate Change, work out a common position for Africa," Prime Minister Meles Zenawi, who coordinates the committee gathered yesterday for its second meeting, declared.
"We have identified our priorities and put institutional mechanisms ... we have ironed out issues today," Meles told the press after concluding about two and half hours long closed session deliberation of the committee at the AU Headquarters here in Addis Ababa.
Responding a question on how firm and common was the stand of the states and government of the continent, the premier said no one would be left out in talks on the basis of the position and priorities identified adding that the circle of agreements would soon be expanded thus maintaining the continent's solidarity on the issue ahead of the summit.
"We will engage every one and any one on the basis of our positions... we have identified... we will expand the circle of agreements... we will maintain that solidarity." Calling for a fair practical agreement to be arrived at where the continent will strongly push for its interest, Meles retreated that Africa prefers a full pledged treaty agreed in Copenhagen.
"Africa has contributed nothing to the global warming but the continent will be hardest hit by climate change effects as compared to other continents," he told the gathering earlier in the day while opening the meeting.
Backing the Prime Minister, AU Commission chairperson, Jean Ping, on his part expressed his wish for an all inclusive agreement to be arrived at during next months Summit.
"Africa should be given the necessary support in terms of technology and capacity building to overcome the threat of global warming, given that Africa produces less gas but is greatly impacted by the effect of climate change," Ping said.
Last week the premier made it bold that it was unlikely the world was serious about tackling global warming.
"It is highly improbable ... the world is serious about climate change and (will decide) to take effective measures to tackle it," Meles told an economic conference here in Addis last Thursday. "But no one can say such an outcome is completely impossible." Meles, who also represented Africa at G8 and G20 summits of rich nations this year, was firm yesterday saying that indications on the issue were not encouraging, however he urged the heads collaborate to speak with one voice.
"Nice to speak with one voice," he resonance.
Ugandan President Yoweri Museveni, and Kenyan President Mwai Kibaki joined Meles to attend the meeting while the remaining committee member heads of states and government sent their respective ministers.
The CAHOSCC are Algeria, Congo, Ethiopia, Kenya, Mauritius, Mozambique, Nigeria, Malawi, Uganda and South Africa as well as the African Union (AU).
The Committee of ten was established to represent Africa at the up coming Copenhagen World Climate Change Summit (COP15) to be held on 7-18 December.
The United Nations summit in Denmark is said to try to agree on how to counter climate change and come up with a post-Kyoto treaty protocol to curb harmful emissions.
Poor nations want rich countries to cut emissions by 40 percent from 1990 levels by 2020 to avert the worst effects of climate change. But many industrialised nations fear such cuts are out of reach, especially in an economic downturn.
