Nairobi — The East African Community officially ushered in a common market on Friday amid renewed commitment by the region's Heads of State to expedite the envisaged political federation by 2015.
The Common Market Protocol was finally signed in Arusha, Tanzania, bringing to an end months of waiting and anxiety.
Contentious issues nearly derailed the negotiations and the signing was pushed to this month from April.
At a colourful ceremony to mark the bloc's 10th anniversary which coincided with the bloc's Common Market deal, the chair of the EAC Council of Ministers, Monique Mukaruliza, urged partner states to expedite its ratification at national level by the scheduled July 1, 2010 date.
Presidents Paul Kagame of Rwanda, Mwai Kibaki (Kenya), Yoweri Museveni (Uganda), Pierre Nkurunziza (Burundi), Jakaya Kikwete (Tanzania) and Abeid Amani Karume (Zanzibar) nodded as Ms Mukaruliza said the ball was now in the nations' court.
She said Rwanda was the only country in the region with a fast ratification policy, with Tanzania taking the longest time, of four months.
Despite the disparities, she said, the EAC ministers had agreed to work closely with the respective countries to push the necessary ratifications within the shortest time.
Small price to pay
Also present were the regional integration's forums and officials such as attorneys-general, trade ministers, chief justices, permanent secretaries, and EAC ministers and their deputies.
The coming into force of both the East African Customs Union and the Common Market will lead to a short-term loss of revenue as countries remove internal taxes and harmonise external duties as per the Common External Tariff guidelines.
The expected loss is estimated to run into millions of dollars.
Rwanda, the only country that has done a full assessment, is looking at a loss of $12 million, but its EAC Permanent Secretary, Robert Ssali, said it is a small price to pay for the expected benefits.
At the ceremony, President Kagame handed over the Summit chair to President Kikwete.
EAC secretary-general Juma Mwapachu had earlier told The EastAfrican that, in the regionalisation and globalisation era, no country can be on its own.
Protocol a major milestone
President Kagame said the protocol was a major milestone for the EAC and attested to its shedding of colonial boundaries and individualism and embracing of globalisation.
The Heads of State gave a deadline of six months for a detailed report on the timelines of the federation, and a Committee of Experts is to be formed immediately.
Also being fast-tracked is a grand free trade area from Cape Town to Cairo, bringing together the EAC, the Common Market for East and Southern Africa, and the South African Development Commission that will remove trade borders among 26 African countries.
A conference in March will fine-tune the document, to be signed by the presidents in April and become operational in December 2010.

One year they may have profits of 50%, the next year they may have profits of 100%, the next year their profits may only be 75%. The system in the world will consider that going from 100% profits to 75% profits is bad for business.
How is that bad ? Profits are profits ! Many businesses have different levels of pay for the same workers.; levels such as :
a) Top Salaries Private and only known to each individual workers b) Medium Salaries Private c) Lower Salaries Private and only known to each individual workers d) High Hourly Wages e) Medium Hourly Wages f) Minimum Hourly Wages
I suggest that EVERY WORKER SHOULD BE PAID A LIVING WAGE. The Minimum Wage is like a financial ball and chain ; only giving those receiving it just enough to live to see the next day.
The Living Wage allows workers to live, invest, spend, save, and thrive. We can dream about having our own businesses , then wake up and attain our dreams. This is great for the businesses that pay Living Wages. For this creates new customers and new generations of customers.
As long as the system of Living Wages is in place, there will be a thriving economy and a blooming world full of optimistic activities. But it will only happen when business owners see the benefit of paying more pennies to make more dollars ! Which of you business owners will have the insight, recognition, roots, understanding, initiative, moxy, & compassion to make the step most are afraid to make.

INDEPENDENT FARMERS UNION IDEA
I'm an entrepreneurial sort of person and I got an idea along those lines that I believe many of us who are grassroots thinkers have been overlooking.
So here goes my idea :
a) We have all kinds of Farmers and Farms that are struggling to make a profit. I believe that they are struggling because they are farming under a kind of Third World system that advantages the persons who convert what farmers produce.
b) In most Third World countries , the First & Second World countries will only build enough infrastructure to allow shipment of RAW MATERIALS from their source(s) to the modes of shipping transportation used to transport the RAW MATERIALS to those First & Second World countries that will turn the RAW MATERIALS into processed goods.
* For example - They will build a railroad line of tracks from some Third World country's gold and diamond mines ( e.g. Zaire ) to the Giant Ships docked and waiting to carry them to processors and sellers such as De Beers, Coca-Cola , Cadbury's etc..
c) What kinds of RAW MATERIALS do Farmers produce and/or have access to :
* Gold - Rice , Cocoa ,Mangos, etc
d) Major Problems stopping small farmers from taking advantage of the possibility of turning your products into a profitable business : LACK OF TIME
e) Solution - My Idea : Form an Independent Union Of Farmers . Having a Coop is great, but its only a way of further enriching the processors of our RAW MATERIALS.
* How would this work ?
1) Each Region would represent a chapter of this Independent Farmers Union
2) Generally speaking, each farmer would retain all of their rights ; just as they had before they joined the Independent Farmers Union .
3) The Independent Farmers Union would be finance collectively by individual members paying dues.
4) These dues which would be used to set-up business ventures in each Independent Farmers Union's Region.
Some Examples Of Businesses That could be set up
* Chicken Processing Plant, and restaurants that would sell the chickens could be supplied right their in each Independent Farmers Union's Region.
* Produce Markets
* Dairies
* Ice Cream Parlors (using fresh milk)
* Fast Food and/or Restaurants - featuring meat from various farm animals
* Supermarkets
* Chocolate Processors instead of giving your cocoa to companies like Cadburys. What do companies like DeBeers, Coca Cola,Cadburys and others have that entitles them to get rich off of our Natural wealth ? NOTHING.. We empower them by our economic laziness !!!
5) The Independent Farmers Union's would need persons with expertise in areas concerning the setting up and running of these businesses on behalf of the Independent Farmers Union's.
WE ARE MAKING HUNDREDS WHILE GIVING AWAY BILLIONS TO OUR ECONOMIC SLAVE MASTERS !!!
THERE IS NO REASON WHY WE CAN'T TAKE CONTROL OF OUR OWN COUNTRY !
