Representatives from national, international and smaller contracting oil companies are scheduled to meet with African government representatives to discuss local content policy this December.
National content in the exploitation of petroleum resources has been the major policy thrust in resource rich countries in the continent which has remained poor in spite of the rich and vibrant petroleum industry operations in countries on its coastal axes.
In Nigeria, government has targeted 75 percent local content in overall industry goods and services by 2010 through a combination of policy measures that emphasize domiciliation of specified industry activities in the country.
The policy was evolved to bridge the huge oil industry budget with other sectors in the domestic economy by using the petroleum industry activities to stimulate growth in the industrial sector of the country.
It is also conceived as the only way to preserve the value of the nation's resource wealth for the future generation which may not benefit directly from the currently flowing revenue from the finite reserves being mined by the government and her agents in the sector.
The Secretary General of the Organization of Petroleum Exporting Countries (OPEC), Mr. Abdlla El-Badri, had while on a recent visit to Nigeria declared that the oil exporters' member countries have limited opportunity to transform their economies with resource wealth.
Nigeria and some other African countries have been the reference points for resource curse as the scramble for oil money have led to internal conflicts and civil wars that result in widespread poverty under corrupt leadership of opulent politicians.
The Local Content is perceived as the silver bullet for addressing resource curse through domestication of oil industry activities to provide the needed patronage for cross sectoral growth as well as yield the revenue for infrastructural dev elopement.
For years since the Activation of the Local Content Policy in the industry, all new field development activities have carried significant Nigerian Content profile even as the local operators that service the industry insist that performance and policy compliance by international oil companies has remained below 25 percent.
As other African countries begin to grow their local oil resources following large scale discoveries, their fledgling industries have little to benefit from Nigeria's 50 years experience as the industry has remained an enclave that disconnected from the local economy.
Despite contributing over 95 percent of the nation's total foreign exchange revenue and some 80 percent of its total fiscal revenue support, oil industry contributes less than 35 percent of the gross domestic product.
Following the desire stimulate economic development with oil industry budget, technology and sundry opportunities, ministers representing Angola, Ghana, Uganda, Nigeria, and Tanzania, among others, are scheduled to take part in discussions to find the most economical and equitable financial models as well as advising on increasing and standardizing the level of training and skills enhancement.
National and international organizations such as Sonangol, National Oil Corporation (NOC), and PetroSA will be showing the other senior executives present how to build and execute a National Content plan and create a common understanding between project partners of local content responsibilities to ensure mutual understanding and benefit.
Attendees will have the opportunity to engage one on one with regional policy makers from South Africa, Equatorial Guinea, and Republic of Djibouti as well as exchanging ideas with national peers during region and country breakout sessions designed to overcome the unique obstacles and challenges that affect each area.
Scheduled for the first week of December at the BMW Pavilion Conference Centre, Cape Town, South Africa, the African Local Content Summit for Oil & Gas is scheduled to feature industry and policy debates on how to recover African oil industry activities from expatriate control.
