Africa: Why Continent Must Focus On Regional Integration

Kampala — AFRICAN countries should step up regional integration as one of the measures to reduce the high cost of infrastructure development, a study has suggested.

Deepening regional integration is seen as a solution to addressing the infrastructure backlog in Africa and overcoming the region's difficult geography.

The study notes that sub-Saharan Africa has 48 countries, most characterised by populations smaller than five million and small economies with gross domestic product (GDP) of less than $5b.

"The small-scale means governments have difficulty funding the large fixed costs associated with infrastructure development. In addition 15 countries are land-locked and depend on their neighbours to access the global market."

These findings were contained in a report "Africa's infrastructure: A time for transformation" that was carried out in 24 African countries, including Uganda. The study was conducted by a partnership of institutions that include the African Union, the African Development Bank, the Development Bank of Southern Africa, Infrastructure Consortium for Africa, NEPAD and the World Bank.

The report looked at key aspects of infrastructure like power, roads, water and ICT. It indicates that in these areas, regional collaboration could help these economies to reduce the cost of services. For example, over $200b a year in imports and exports moves along the major corridors to the seaports with a combined 10,000km.

Because of the regulatory and administrative hurdles, goods for landlocked countries like Uganda have a transit time of about 20 days for the 1,100km between Mombasa and Uganda. It argues that regional power pools that allow countries share the most cost-effective energy resources, can reduce electricity costs by $2b a year.

"In power, 21 countries have national power systems below the minimum efficient scale of a single plant. By sharing large cost effective energy resources across countries, regional trade can reduce electricity costs by $2b annually," notes the report.

Traffic flows to most Africa's national ports and airports are too low to provide the magnitude economies need to attract services from major international shipping and airlines.

In Eastern and Southern Africa, consolidation of carriers and hubs has been effected with Ethiopian Airlines (Addis Ababa), Kenya Airways (Nairobi) and South African Airways (Johannesburg) emerging as the main areas. However, the report cautions that for integration to be successful it has to be phased.

"Countries must start small, build on successes, think globally. Linking Africa to more external markets and compensates the least fortunate recognising that benefits are not always evenly distributed."

It points out that reaping such benefits would pose institutional challenges that include mobilising political will, developing effective regional institutions, setting sound priorities and facilitating project preparation and finance.

"The political obstacles can trump the economies case. Regional infrastructure involves a high level of trust between countries, not least because of the implied dependence on neighbors for key resources such as water and energy," notes the report.

Because of their size, regional projects are easier to sell to financiers, thus seen to attract private financing or public-private partnerships.

"ICT, power plants and ports and airports have significant potential for private provision and operation. The prospect for larger regional market can attract more private financing," the report suggests.

While large private involvement could overcome the large infrastructure financing gap, governments should ratify and implement protocols to facilitate private investment. Such efforts, according to the report, need to be backed by improving the legal, regulatory and administrative environment in order to yield economic returns.

    from their bankers. Now only a few farmers are left. Americans rarely grow their own

    food. Africans can learn from the mistakes of others. Develop local coops between

    growers, sellers and buyers. Never give up your sovereignty to anyone.

    1) Each African country is like a separate neighborhood in the world community. And each African country is responsible for running their own neighborhood.

    2) Each State within those African neighborhoods (countries) are like houses in their own African neighborhood (country). And each of these States within their unique African neighborhood is responsible for their house in their African neighborhood.

    3) Each city within their unique African state’s House is like a family living in their area of their African state House.

    4) Each individual person living in their city is a cell of the Body of Adam ; with a free will and a unique purpose that only that person can fulfill. The contest isn’t won by the fast or strong, but those who never quit will win. Those who take a chance to win, when they have the opportunity to win, will win !!!     CONCLUSION

    a) Each of us are responsible for our own lives.

    b) Yet each of us are cells in the Body of Adam . Each of us cells are going through a stage of existence where we will either develop into fruitful cells that reproduce . Or we will become diseased cells that will feed on and corrupt the healthy part of the Body. That is why it’s important for us to also be team players ; for the Body’s sake. * When we pray we say OUR FATHER…. Not my Father…GIVE US..not give me.

    c) Governments are like organs & systems of the body. Managing the teams of the Body. God the Creator of All is the Architect and Designer of All that is . He alone knows how to run the Government. Isaiah 9:6 “…The GOVERNMENT shall be on HIS (Jesus Christ) shoulders , not man .

    d) Man has tried and tried to play God. The most famous instance was when Nimrod and all the inhabitants of the earth tried to build a tower (The Tower of Babylon) to Heaven – see Genesis 10. Africa is no stranger to being used to bring the world together as one. Remember “We Are The World “ ?

    e) Governments are under God’s direction. We who are God’s children should follow his guidance. Any governments that exist today and / or movements should be under God’s guidance.

    f) People maintain your freedom and don’t give them an inch , ever!!!! Don’t forget Achebe’s book "Things Fall Apart " .
