The Central Committee of Chama cha Demokrasia na Maendeleo (Chadema) has disputed preliminary civic polls results announced by Prime Minister Mizengo Pinda when adjourning Bunge session last month.
Chadema secretary general Willibrod Slaa told reporters at the party's headquarters in Dar es Salaam yesterday that it was disappointing that the Premier announced results based on "scanty information".
He claimed at the time when Mr Pinda was announcing the results, the national tally of the election results was still in progress and wondered why the leader of Government business in Parliament had the audacity to make public results that had not been dully sanctioned.
Speaking in the august House he adjourned the 17th Parliament session on November 6, Mr Pinda said civic elections this year have been the Government's performance barometer.
"We have been able to see the extent to which Tanzanians believe the CCM government is able to deliver to them," he said.
He told the Parliament that the preliminary overall results on the civic elections showed that CCM was way ahead the other parties after winning 264,344 seats, equivalent to 93.86 per cent followed by CUF which had 8,034 seats equivalent to 2.85 per cent and Chadema which got 6,480 seats representing 2.28 per cent.
But Dr Slaa said yesterday that the Chadema Central Committee, which met this week, believes that Mr Pinda's move was intended to mislead the Parliament and the public in general, being part of CCM's propaganda to give the impression it is Tanzania's most acceptable political party.
"Our central committee have doubts about the ongoing compilation of the civic election results since they can be tampered with to be at par with those that the PM announced in Parliament before countrywide report was made available,"Dr Slaa said.
He said, Chadema Central Committee is now demanding that the Government make public the full report on the outcome of the polls.
That, he said, should include posting the results on the government website and every polling station and be distributed to every contestant so that the nation can review and deliberate on them.
He further said he wrote to the Permanent Secretary, Ministry of Local Government and Regional Administration requesting a copy of the report read by the Prime Minister in Parliament, only to be told that the office does not have the complete document.
He said the Chadema Central Committee has discovered that the civic elections were conducted in a "vagabond style".
This, he claimed, was a big embarrassment to the nation and the CCM government since the polls were conducted contrary to the fundamental democratic rules and human rights.
"The central committee has ordered the party's secretariat to prepare a comprehensive report analysing the election's shortcomings, including recommendations on the steps to be taken by Chadema in collaboration with other stakeholders keen on changing the status quo," he said.
He said Chadema had its contestants disqualified in ten districts because returning officers refused to heed what Chadema constitution says on the nomination of candidates.
He said immediately after this was done, ruling party Secretary General Yusuph Makamba announced that 24,000 CCM contestants have sailed unopposed.
"The question is: did they sail unopposed in a democratic way or was it just an outcome of a dirty game orchestrated by the Government?" he asked.
He pointed out that his party would compile a full report and distribute it to wananchi and the international community to expose how the Government messed up this year's civic elections.
With regard to the allegations by recent defectors' allegations that Chadema is immersed in embezzlement of funds, Dr Slaa said the party's account books were open to scrutiny by the relevant organs.
The embezzlement allegations were aired by former party officials David Kafulila and Danda Juju who defected to the NCCR-Mageuzi.
Dr Slaa said Chadema was so far the only party which has been submitting its books of accounts to the registrar as required by the law.
He said it was his party that vigorously campaigned in Parliament for the law requiring political parties to submit their annual income and expenditure reports to the registrar of political parties for auditing while the rest, including CCM, rejected the proposal.
