Uganda: Onek Told to Produce Oil Agreements

Kampala — Parliament has again directed the energy and mineral development minister, Hillary Onek, to submit the oil agreements to the House.

The directive was made by the Deputy Speaker, Rebecca Kadaga, on Tuesday after MPs rejected a statement by the natural resources committee chairperson, Winnie Masiko, on the agreements.

"I direct the Energy Minister to give us those agreements. It would be premature for us to discuss the report without hearing from the minister," Kadaga ruled in the absence of Onek.

The MPs said it was out of order for Masiko to make a statement instead of producing a report.

Elijah Okupa (FDC) said in August last year, the minister failed to bring the agreements to Parliament.

Masiko's plea to the MPs to listen to the statement fell on deaf ears.

In the statement, she said the ministry had submitted two agreements; One between the Government, Heritage Oil and Gas Limited and Energy Africa Uganda, and the other between the Government and Hardman Petroleum Africa and Energy Africa Uganda.

Masiko's said the Parliament's department of legal and legislative services had given its opinion on the matter.

Reacting to a statement by state minister for mineral development Peter Lokeris, last year, the MPs said they had demanded the documents to no avail.
