Uganda: We Have No Ghosts, Army Says

Kampala — The army yesterday refuted reports of inflated army nominal roll commonly known as ghost soldiers in Karamoja. Defense and Army spokesperson, Lt. Col Felix Kulayigye said in statement that the reports of ghost soldiers in this newspaper yesterday were not accurate.

"The problem had been failure by the junior commanders on the ground to explain the methodology of deployment vis vis the numbers on record. But a team from General Headquarters and the field Commanders met H.E the President on Saturday and the situation was harmonised, proving that there were no ghosts in Karamoja," he said.

Lt. Col. Kulayigye insisted that during the Defence Force Council meeting, they did not discuss Karamoja issues. Speaking at a rally in Kaabong, President Museveni revealed discrepancies in the number of soldiers on the ground, our correspondent in the area who attended the rally, reported last Monday. Lt. Col. Kulayigye said UPDF division commanders and heads of directorates discussed the army's failure to stop cattle raids. He said President Museveni presented papers on regional integration and the National Development Plan.
