Nairobi — The City Council of Nairobi has been temporarily blocked from collecting rates from more than 3,000 traders in Eastleigh because of failing to provide essential services.
Lady Justice Kalpana Rawal issued the orders after being told by the business people that the council "has failed completely to maintain sanitary services for the removal and destruction of all kinds of refuse and effluent."
