Kenya: Uhuru Faces Sanction Over MPs' Pay Row

Nairobi — A House committee will propose possible sanctions against Finance minister Uhuru Kenyatta for dragging the MPs' salary issue outside Parliament.

Speaker Kenneth Marende issued a statement saying the Executive had to respect resolutions made in the House.

Saying House resolutions could not be ignored, he suggested that Mr Kenyatta needed to explain his position on the publication of Bills for implementation of the proposed MPs' salaries by the Akiwumi Tribunal.

National duty

"The Executive must understand that it is on national duty to implement resolutions and provide leadership and all this would be thrown into jeopardy if it overlooks resolutions made by Parliament," said the Speaker.

His statement followed calls for his intervention by Ikolomani MP Boni Khalwale (New Ford Kenya) and Defence assistant minister David Musila.

Dr Khalwale sought guidance on the constitutional implication of the Executive's defiance of a House resolution after Mr Kenyatta said outside the House that he would not implement the resolution.

Mr Musila criticised 'No' team MPs who told a campaign rally in Machakos that the Akiwumi Tribunal report was meant to bribe MPs to vote for the new laws.

On Wednesday, Mr Marende said the committee on implementation had powers to propose sanctions on a minister who failed to implement resolutions of the House.

"If the Legislature resolves that certain Bills be published, it is incumbent on a minister, in this case the deputy PM and minister for Finance, to facilitate complementarity by the Executive," he said.

Joint Government Chief Whip Jakoyo Midiwo said Parliament would take action against MPs in the 'No' camp who accused their counterparts of taking bribes to vote 'Yes'.

He singled out Mutito's Kiema Kilonzo (ODM-K), who is expected to be summoned by the Powers and Privileges committee.
