Harare — There is need for political will and leadership commitment to implement institutional, legal and operational changes for Zimbabwe to achieve the best results-based management skills, Deputy Chief Secretary to the President and Cabinet Dr Ray Ndhlukula has said.
Addressing delegates at the launch of the Zimbabwe Community of Practice on Managing for Development Results in Harare on Tuesday, Dr Ndhlukula said since the turn of the millennium, most Third World countries came under immense pressure from citizens to deliver on tangibles.
"In order to make progress in managing for development results, a country needs two complementary conditions; namely political will and leadership commitment to implement the institutional legal, cultural and operational changes that MfDR entails," he said.
Dr Ndhlukula said the 21st century was an age of results and an era of mounting pressures on governments and organisations to be more sensitive and responsive to development needs.
Since 2005, Government with help from the UNDP introduced results-based management to strengthen the public sector's capacity to plan, co-ordinate and evaluate policy.
