Lagos — There is no doubt to admit that the freedom of information is an indispensable part of true democracy is seen as the system in which the people have free access to information contained in government record. Athenian democracy in the 5th century BC required the people to seek, receive and import information and ideas in government.

In a democratic setting, freedom of information, speech and expression is a means by which citizens criticize the philosophical friction of their sovereignty and expresses their right to political choice and participation. Freedom of information and expression in many democratic and liberal states is considered as a hallmark of open government.
