Emmanuel Adebayor could play for Togo again if the country's football bosses meet certain conditions.
The Manchester City striker quit the national side after a terrorist attack on their bus travelling to the African Nations Cup in Angola in January.
"If the organisation improved and things become much better, I will definitely play for Togo again," he told City's official magazine, Manc.
"Not doing so has been one of the tougher decisions I have had to make."
Adebayor was a very influential member of the Togo squad but some have accused him of causing trouble within the team.
"Because I have tried to explain things about the national team and tried to help my country, I have become the main focus when any problems arise and people point to me as the cause," he stated.
"Whenever we have tried to do things [the right way] it has been taken in a negative way."
Adebayor, who became a father for the first time in the summer, has said parenthood has changed his views on life.
"Things have obviously changed in the last year. I have a daughter now and I have to put her first.
I am not going to put myself in situations where I am risking my safety, especially after what happened in Angola," he added.
