Luanda — District administrations have the power to hire the services of contractors for land levelling works on secondary and tertiary roads within their territories, despite the fact that the central Government is in charge of working on structuring roads.
This was said Wednesday in Luanda by the minister of State and head of the Presidency's Civil Affairs Office, Carlos Feijó.
