Cote d'Ivoire: UN Envoy Speaks Out As Council Names Gbagbo Election Winner

The United Nations' envoy to Côte d'Ivoire has contested the decision by the country's Constitutional Council to name incumbent Laurent Gbagbo winner of the disputed presidential election. The council on Friday overturned earlier poll results that declares rival Alassane Ouattara the winner of Sunday's run-off.

"The proclamation of the final results by the President of the Constitutional Council ... which makes candidate Laurent Gbagbo the winner of the second round, can only be interpreted as a decision having no factual basis," Choi Young-jin said in a statement.
